COVID-19 | Update #26

City Council met on Thursday, August 13, 2020 to address changes to the City’s emergency ordinances. City Council took the following actions:

  • Citizens are required to use face coverings inside retail and food service establishments unless actively eating or drinking through October 13, 2020.
  • No live entertainment and crowd drawing activities are allowed after 10:00 p.m.
  • Restaurants, bars and event spaces are required to limit indoor occupancy by 50%
  • Effective on Sunday, August 16, 2020, beach parking will be available on the ocean side of Palm Boulevard between 21st and 40th Avenue, and on the land side of Palm Boulevard between 42nd and 57th Avenue. Additionally, the North side (the side farther from Breach Inlet) of each of the avenues between 3rd and 9th Avenue will be open to beach parking.
  • Effective Sunday, August 16, 2020, the Municipal Parking Lots, located on Pavilion Drive, will reopen at full capacity.
  • On-street metered parking spaces between 10th and 14th Avenue and the municipal lots will be free after 6:00 p.m. every day until October 31, 2020.
  • Parking on Hartnett Boulevard between 27th and 29th Avenue is restricted to Recreation Center use only.

Reassessment 2020

Reassessment is required every five years by South Carolina statutes. The last reassessment in Charleston County was implemented in 2015. This reassessment is being implemented on schedule in 2020. The notices informing owners of the changes in value were mailed on September 11, 2020.

Reassessment is the process of revaluing all the property in a county to assign new values for tax purposes. Property values change over time due to market fluctuations, but not all properties change at the same rate, so over time some owners pay more taxes in proportion to the property’s current value, others pay less. The purpose of a reassessment is to equalize the tax burden so that every owner pays in proportion to their assessment (value) – to the extent allowed by law.

Rollback millage rate calculation

State law requires municipalities and counties to “roll back” their millage rate after reassessment of property values to ensure local governments receive the same amount of revenue from property taxes after reassessment as they did before.

IOP Shuttle Announced by CARTA

Today, the Berkeley Charleston Dorchester Council of Governments and the CARTA Board approved the creation of a pilot beach shuttle service between Mount Pleasant and the City of Isle of Palms. The Beach Shuttle Service will pick up citizens from the Department of Motor Vehicles (DMV) location on Sweetgrass Parkway in Mount Pleasant and make a loop with two stops on the Isle of Palms at 14th Avenue (Front Beach District) and at 28th Avenue & Palm Boulevard free of charge. 

 “The City of Isle of Palms is glad to be partnering with BCDCOG to help reduce vehicular traffic to the beaches. This is the first step of hopefully many to further reduce the number of cars on the road and to improve traffic conditions in the area,” expressed the Isle of Palms Mayor, Jimmy Carroll.

The proposed pilot beach shuttle service is planned to run on Saturday and Sunday, every hour from 9:00 a.m. to 6:00 p.m. when demand for beach parking is high. The pilot program will run for 4 weeks starting Saturday, September 19, 2020 to gauge ridership, seek feedback from riders and test the operation. The Parking for the shuttle service will be available at 1189 Sweetgrass Basket Pkwy #500, Mt Pleasant, SC 29466. The goal is to then fully launch the Beach Shuttle Service Spring and Summer 2021.

Route information and bus tracking will be available in the Transit App, which can be downloaded from the App Store and Google Play .

"By partnering with the BCGCOG, the City of Isle of Palms is leveraging an organization that has already begun collaborating with multiple entities to put in place a quality transportation solution in a timely manner. Our hope is to bring a solution to the Lowcountry that allows all to enjoy the beaches without creating the parking and congestion issues on the island that we have seen in the past," stated Council member Phillip Pounds, Chairman of Ways and Means.

“We’re looking forward to working with CARTA to ensure that everyone knows this service is available for ridership once it is put in place. We hope that the new service will reduce traffic congestion and parking challenges on the Island,” shared Jimmy Ward, Councilman and CARTA Board Member.

The City of Isle of Palms is committed to improving public beach access by embracing alternative transportation solutions that enhance safe and sustainable access to the beach while protecting our community's quality of life.

Shuttle Policies:

  • Masks or face coverings required at all times while on board.
  • Riders are allowed to bring a maximum of four regular shopping bags or small
    packages or parcels. Riders must be able to carry items on and off the vehicle
    safely and be able to control all items during the operation of the vehicle.
  • Items must not obstruct the aisle, interfere with the operation of the vehicle or
    prevent seats from being used by other passengers.
  • Packages must be able to be held by riders or stowed safely under the seat.
  • Large items (umbrellas, surfboards, beach wagons, etc.) are not permitted at this
    time. Chairs are allowed as long as they adhere to regulations listed above.
